Abstract

La culture spécifique du Canada et son système politique, le fédéralisme, ont fortement influencé son expérience dans la création de nouvelles formes d’organisation pour la prestation de services. En 1867, le Canada a adopté un régime fédéral. Dans la mesure où le nouveau pays comportait des communautés différentes sur les plans linguistique, culturel et régional, on a considéré que le fédéralisme était un compromis entre l’intégration complète de colonies indépendantes et le statu quo. Les partisans du fédéralisme étaient d’avis que ce système allait unir les différentes communautés sous un même gouvernement, pour la réalisation d’objectifs communs, tout en préservant et en respectant les différences entre ces communautés et la personnalité de chacune d’elles, grâce à la création de gouvernements provinciaux distincts.
