La présente note tend à montrer que, si l’on attend des administrations publiques qu’elles parviennent à s’adapter à l’évolution des besoins de la société, il leur faut des instruments d’analyse et d’action plus efficaces et des stratégies de changement plus élaborées que ceux dont disposent à ce jour la plupart des pays membres de l’OCDE...
