Abstract

Réformer les institutions budgétaires pour une plus grande efficacité des pouvoirs publics est une tâche primordiale dans les économies émergentes. Le renforcement du rôle du Parlement dans le cycle d’élaboration du budget fait partie intégrante du rétablissement de la démocratie dans l’ensemble de l’Amérique latine, qui nécessite un rééquilibrage des attributions respectives des pouvoirs exécutif et législatif dans l’action des pouvoirs publics. Or, le rôle du corps législatif dans l’élaboration des budgets publics et la gestion des finances publiques a été le plus souvent laissé de côté au début de la réforme économique.
