Le carré organique de la valorisation de la recherche : Le cas d'une jeune université dans un contexte de crise

Abstract

En France, comme dans tous les autres pays industriels, les pouvoirs publics essaient d’accroître les relations entre universités et entreprises pour stimuler la créativité et la croissance. Mais la loi, à elle seule, est-elle suffisante ? Les différents cas étudiés montrent que la réussite de la valorisation dépend de l’application du « carré organique » composé d’interactions fortes entre réglementation ; milieu et esprit d’entreprise ; progrès technique ; et stratégie universitaire. Nous avons appliqué cette méthode au cas particulier d’une jeune université française (l’Université du Littoral Côte d’Opale) et nous avons montré que le chaînon manquant de l’interaction forte entre recherche universitaire et richesse de l’économie locale entrave les transferts de ressources scientifiques de la recherche publique vers le monde de l’entreprise.
