Négociations dans le cadre de la réforme du système des salaires : le cas du secteur universitaire finlandais

Abstract

En 2001, le gouvernement finlandais a décidé de mettre en place un nouveau système des salaires au sein du secteur public, afin de mieux prendre en compte les contraintes propres à chaque poste ainsi que les performances des employés. Ainsi, en juin 2006, à l’issue de longues négociations, employeurs et syndicats sont parvenus à un accord sur le nouveau système de rémunération à mettre en place au sein du secteur universitaire finlandais. Ce nouveau système des salaires évalue à la fois 1) les contraintes générales inhérentes à chaque poste et 2) les performances individuelles de chaque employé. Jusqu’en 2007, l’auteur de cet article a été l’un des principaux représentants des employeurs dans le cadre des négociations menées par le ministère de l’Éducation. Ce rapport présente cette réforme de grande ampleur, ainsi que le cycle de négociations qui l’a précédée. Il met en lumière le rôle central de la négociation collective, souvent mal comprise par les professeurs et les chercheurs du secteur de l’enseignement supérieur au sens large.
