Abstract

Afin d’accroître l’efficience de ses activités, la CE a défini six domaines prioritaires, ainsi que trois grandes questions transversales. Cet effort de recentrage tient au fait que la CE a pris conscience de l’avantage comparatif qu’elle possède pour ce qui est de relier le commerce et le dialogue politique à la coopération pour le développement, et traduit le souci de renforcer sa complémentarité avec les Etats membres. Le cadre global de sa politique de coopération pour le développement et les plans d’action sectoriels font ressortir l’articulation à établir avec la lutte contre la pauvreté. Le recours croissant aux approches sectorielles, notamment au soutien budgétaire, est aussi destiné à renforcer l’appropriation à l’échelon local, l’efficience et l’efficacité. La CE restera néanmoins confrontée à des problèmes de capacités pour la définition de ses stratégies de mise en œuvre et le renforcement du dialogue sur les mesures à prendre.
