Abstract

De longue date, élaborer des outils de suivi rigoureux est un défi pour les ONG spécialisées dans les droits de l’homme et travaillant sur les droits économiques et sociaux. L’article 2 du Pacte international relatif aux droits économiques, sociaux et culturels contraint chaque État partie à prendre des dispositions pour « parvenir de façon progressive à la pleine réalisation des droits » dans « la mesure des ressources disponibles ».
