Abstract

Изпирането на пари е Ð¿Ñ€ÐµÑ Ñ‚ÑŠÐ¿Ð»ÐµÐ½Ð¸Ðµ, което Ñ ÐµÑ€Ð¸Ð¾Ð·Ð½Ð¾ Ð·Ð°Ñ Ñ‚Ñ€Ð°ÑˆÐ°Ð²Ð° международната и националната Ñ Ð¸Ð³ÑƒÑ€Ð½Ð¾Ñ Ñ‚. Интензивните ÑƒÑ Ð¸Ð»Ð¸Ñ Ð·Ð° Ð¿Ñ€Ð¾Ñ‚Ð¸Ð²Ð¾Ð´ÐµÐ¹Ñ Ñ‚Ð²Ð¸Ðµ на тази Ð¿Ñ€ÐµÑ Ñ‚ÑŠÐ¿Ð½Ð° Ð´ÐµÐ¹Ð½Ð¾Ñ Ñ‚ продължават повече от три Ð´ÐµÑ ÐµÑ‚Ð¸Ð»ÐµÑ‚Ð¸Ñ . Ð’Ñ Ðµ по-важно Ð¼Ñ Ñ Ñ‚Ð¾ Ñ Ñ€ÐµÐ´ тези ÑƒÑ Ð¸Ð»Ð¸Ñ Ð·Ð°ÐµÐ¼Ð°Ñ‚ превантивните мерки, Ñ ÐºÐ¾Ð¸Ñ‚Ð¾ Ñ Ð° ангажирани широк кръг от задължени лица. Стремежът към ÑƒÑ ÑŠÐ²ÑŠÑ€ÑˆÐµÐ½Ñ Ñ‚Ð²Ð°Ð½Ðµ на Ð¿Ñ€ÐµÐ²ÐµÐ½Ñ†Ð¸Ñ Ñ‚Ð° на изпирането на пари намира израз в периодична Ð¿Ñ€Ð¾Ð¼Ñ Ð½Ð° на нормативните Ð¸Ð·Ð¸Ñ ÐºÐ²Ð°Ð½Ð¸Ñ . Ð¡Ñ‚Ð°Ñ‚Ð¸Ñ Ñ‚Ð° разглежда най-новите мерки за Ð¿Ñ€ÐµÐ²ÐµÐ½Ñ†Ð¸Ñ Ð½Ð° изпирането на пари, които Ñ Ð° резултат от приемането на две нови директиви от Ð•Ð²Ñ€Ð¾Ð¿ÐµÐ¹Ñ ÐºÐ¸Ñ Ð¿Ð°Ñ€Ð»Ð°Ð¼ÐµÐ½Ñ‚ и Съвета на Европа Ñ ÑŠÐ¾Ñ‚Ð²ÐµÑ‚Ð½Ð¾ през 2015 г. и 2018 г., както и на приемането на Ð¸Ð·Ñ†Ñ Ð»Ð¾ нова правна рамка в Ð‘ÑŠÐ»Ð³Ð°Ñ€Ð¸Ñ Ð¿Ñ€ÐµÐ· 2018 г. и нейните Ð¸Ð·Ð¼ÐµÐ½ÐµÐ½Ð¸Ñ Ð¾Ñ‚ ÐºÑ€Ð°Ñ Ð½Ð° 2019 г. Ð˜Ð·Ñ Ð»ÐµÐ´Ð²Ð°Ð½Ð¾ е Ð¿Ñ€ÐµÑ Ñ‚ÑŠÐ¿Ð»ÐµÐ½Ð¸ÐµÑ‚Ð¾ изпиране на пари, развитието на неговото Ð¿Ñ€Ð¾Ñ‚Ð¸Ð²Ð¾Ð´ÐµÐ¹Ñ Ñ‚Ð²Ð¸Ðµ и Ñ Ð° Ð¿Ñ€ÐµÐ´Ñ Ñ‚Ð°Ð²ÐµÐ½Ð¸ Ð¾Ñ Ð½Ð¾Ð²Ð½Ð¸ елементи от новите мерки за Ð¿Ñ€ÐµÐ²ÐµÐ½Ñ†Ð¸Ñ Ð½Ð° изпирането на пари на ÐµÐ²Ñ€Ð¾Ð¿ÐµÐ¹Ñ ÐºÐ¾ и национално ниво.
