Innovative Policy As An Instrument Of The National Innovative Strategy Realization

Abstract

A research into the interdependence and mutual subordination of the concepts of innovative strategy and innovative policy has been done. The essence of the innovative policy, its types, signs, similarities and distinctions between the innovative policy and innovative strategy have been defined. The distinction and interrelation between the strategy and policy has been reduced to the following: the main idea, the official line or the long-term plan accepted by the state are its strategy; the actions introduced by the leaders of the state for the achievement of the goals are the policy; there may be different policies aiming to achieve the objectives set by the state on the basis of the guidelines of the strategy, and the strategy is a long-term concept which, though having to be corrected in the course of realization remains rather constant; strategy can be defined as a goal, while policy – as action aiming to achieve this goal. It is proved that national innovative strategy is used in the form of rules and methods for the achievement of the objectives of the state, while the innovative policy concretizes intentions and strategic reference points as to the developed objectives. The features of realization of the innovative policy at the different hierarchical levels of the economic system have been analyzed and the role of regions in it with selection of five main tendencies which determine it have been generalized. Three main stages (generations) of the innovative policy development in developed countries have been identified. The place and value of the innovative policy in the innovative strategy for functioning and development of the state in general have been specified. The condition of the innovative policy in foreign countries and Ukraine, the main difficulties in the realization of the policy have been outlined. T
