Education and training: training for the future public sector in Europe

Abstract

The article uses the results of the investigations on human capital in public administration, conducted in the course of the implementation of the project - Human resources in public and municipal government: strategies and technologies of development. The project was carried out in the framework of the Scientific Fund of the Scientific Research University High School of Economics Program of 2013, grant №13-05-0018. On the basis of these findings, which are to establish a correlation of two approaches to studying human resources management in the public sector, we give an analysis of the ideas that were discussed at the 6th conference of the trans-Europe dialogue in this article (Potsdam University. 6-8 February, 2013г).
