The Political And Economic Model Of Liberty And The Possibility Of Its Application In Ukraine: The Regulatory Aspect

The article proposes to consider the use in libertarian theory the principles, mechanisms and instruments of state regulatory policy. Materials and methods. The thesis about using libertarian theory in Ukraine as a basic theory of development was put forward by representatives of the ruling party "Sluga Narodu". Since they have the support of the people, the mono-majority formed in the Verkhovna Rada of Ukraine and the overwhelming majority in the Cabinet of Ministers of Ukraine, it seems possible to apply this theory to public administration in Ukraine. The study found that libertarian theory is a development of liberal theory and promotes the absolutist and economic freedoms of the individual, but almost completely eliminates the possibility of interfering with the personality or the activities of the individual as an entrepreneur. The basic theses of libertarian theory and the possibility of applying in their implementation the approaches, principles and instruments of state regulatory policy are considered. The conclusion is that in implementing the libertarian theory there is practically no possibility of applying the provisions of state regulatory policy, since this theory actually completely rejects the possibility of applying state regulation to the free market and any activity of the individual. Another unacceptable thesis of libertarian theory is that it rejects the concept of "nation", focusing entirely on the freedoms of the individual. At the same time, the development and development of our country implies not only the development of economy and entrepreneurship, but also the development of national consciousness, social protection of the population, ensuring a high level of quality of services, medicines, etc. Thus, we believe that the use of libertarian theory in modern Ukraine will lead to a deterioration of its conditions of development and may not be acceptable. У статті пропонується розглянути можливості використання у лібертаріанській теорії принципів, механізмів та інструментів державної регуляторної політики. Матеріал і методи. Тезу про використання в Україні як базової теорії розвитку лібертаріанську теорію висували представники правлячої партії «Слуга народу». Оскільки вони мають підтримку народу, сформовану монобільшість у Верховній Раді України та переважну більшість в Кабінеті Міністрів України, то видається можливим застосування цієї теорії у сфері публічного управління в Україні. У ході дослідження визначено, що лібертаріанська теорія є розвитком ліберальної теорії та пропагує доведені до абсолютизму економічні та персональні свободи особистості, проте майже повністю відкидає можливість втручання в життя особистості або в діяльність особистості як підприємця. Розглянуті основні тези лібертаріанської теорії та можливість застосування при їх реалізації підходів, принципів та інструментів державної регуляторної політики. Висновком є те, що при реалізації лібертаріанської теорії практично відсутня можливість застосування положень державної регуляторної політики, оскільки ця теорія фактично повністю відкидає можливість застосування державного регулювання до вільного ринку та будь-якої діяльності особистості. Іншою неприйнятною тезою лібертаріанської теорії є те, що вона відкидає поняття «народ», повністю зосереджуючись на свободах особистості. В той же час розбудова та розвиток нашої країни передбачає не тільки розвиток економіки та підприємництва, але й розвиток національної самосвідомості, соціальний захист населення, забезпечення високого рівня якості послуг, ліків, тощо. Таким чином уважаємо, що використання теорії лібертаріанства в сучасній Україні призведе до погіршення умов її розвитку і не може бути прийнятним.
