Methods For Determining The Degraded Territory Of The City And Local Potentials For Its Revitalization

Abstract

The article substantiates the essence of the degraded urban area, considering the concentration of social, economic, spatial and environmental negative crisis phenomena on it. Urban degradation is defined by comparing the values of development of a particular area of the city with the corresponding average values of urban or regional indicators. The matrix of definition for the degraded city territory and local potentials for its restoration as a methodical tool of policy of the city revitalization is presented. The matrix provides analysis and assessment of development indicators of four key areas in the city: community (social capital), economy (business activity), space (infrastructure) and environment (nature management). Each of them is diagnosed with: 1) internal factors of urban degradation (poverty, unemployment, unsatisfactory standard of living, including living conditions; insufficient level of education and medicine, crime, low business activity and productivity, degradation of technical infrastructure, environmental problems, etc.); 2) external factors of urban degradation (inefficient urban policy of territorial development, low quality and availability of public services, insufficient level of budget funding for social and technical infrastructure, foreign investment in entrepreneurship, lack of financial support for nature projects, etc.); 3) local potentials for revitalization of degraded territory (activity of citizens and public organizations, level of human and social capital; localization of resources on the territory, investment-attractive objects, in particular historical and cultural heritage; public spaces, green zones, etc.). It is proved that when determining the revitalization zone within the degraded urban area, it is necessary to clearly understand due to which endogenous factors it will be possible to ensure its revival. The differentiation of the degraded area and the revitalization zone should be based on the possible concentration of resources and synergy of actions. У статті обґрунтовано сутність здеградованої міської території, розглядаючи концентрацію на ній соціальних, економічних, просторових і екологічних негативних кризових явищ. Представлено матрицю визначення здеградованої міської території та локальних потенціалів для її відновлення як методичний інструмент політики ревіталізації міста. Вона дає змогу проаналізувати та оцінити розвиток чотирьох ключових сфер міста: спільнота, економіка, простір і довкілля. У роботі запропоновано індикатори внутрішніх і зовнішніх чинників, які дозволяють встановити здеградованість території міста. Доведено, що при визначенні зони ревіталізації у межах здеградованої міської території необхідно ідентифікувати локальні потенціали для її відновлення. При цьому, концентруючи ресурси на обмеженій території, суб’єктам міського врядування слід прагнути досягти мультиплікативного ефекту для сталого розвитку не лише здеградованої території, а й міста в цілому.
