Public Policy for Supporting Innovation in the Field of Ecology and Healthcare (the case of Israel)

Abstract

The development of a healthy, strong society in line with the United Nations Sustainable Development Goals requires a healthy population and healthy ecosystems. Public authorities consider it the main thing that develops an innovative and national innovation system, as the world experience shows. Our work analyzes international surveys of public servants of innovative development, covered by the environment and human health. It is noted that in the context of the UN Sustainable Development Goals for combating hunger, preserving human health, protecting and restoring ecosystems, plant and animal protection innovations, increased yields and shelf life are of particular relevance. The concept of drip irrigation is shown to be based on the idea that slow and balanced irrigation significantly increases the yield - originally from Israel. Emphasized on human health and the state of the ecosystems, which are the most pressing problems in the world, are finding successful solutions in innovative developments by Israeli scientists. The state implements a number of environmental projects within the framework of the United Nations Environment Program. Israel is also a member of the United Nations Commission on Sustainable Development; it is involved in environmental projects organized by the European Union. The clear experience and success factors of public policy makers underpin innovative infrastructure in this country. Practical dimensions of innovations in the field of environment and public healthy origin are described. The results show that the killing of states in fostering innovative infrastructure is important in the early stages of its development; After the crime, in fact, it was not critical, the cultural aspects of the local population are more relevant. The above analysis can be used in the development of recommendations for solving the problem of innovative development of Ukraine. Для побудови здорового, стійкого суспільства відповідно до Цілей сталого розвитку Організації Об’єднаних Націй критично важливим є здоров’я населення і здорові природні екосистеми. Світовий досвід показує, що основним ініціатором розвитку інновацій та створення національних інноваційних систем є держава. У статті проаналізовано міжнародні наукові дослідження з питань державної підтримки інноваційного розвитку у сфері охорони навколишнього природного середовища та охорони здоров’я людини. Розглянуто ізраїльський досвід та фактори успіху державної політики з підтримки інноваційної інфраструктури в країні. Наведено практичні приклади інновацій, що слугують збереженню навколишнього природного середовища та здоров’я населення. Підсумовано, що роль держави у забезпеченні розвитку інноваційної інфраструктури є життєво важливою на початкових етапах становлення; у подальшому роль уряду стає менш критичною, а актуальність культурних аспектів місцевого населення підвищується. Проведений аналіз може бути корисним при розробці рекомендацій щодо вирішення проблем інноваційного розвитку України.
