Reforming the administrative-territorial structure of Mykolaiv region as a way to implement decentralization

The article focuses on the analysis of the main events and processes that took place the field of decentralization in Mykolaiv region. It is noted that the analysis of the current legislation and its application, as well as the study of the foreign experience of other states, shows that the most important "challenges" posed by the authorities to society can be solved only by structures where there is no authoritarian monopoly, and where there is a multi-central division of powers. It is shown that the system of local self-government is one of the main mechanisms of implementation of state policy in housing and communal services, social sphere, urban transport services, territorial improvement, etc. Local government decision-making on most issues of local concern is not indifferent to central and regional authorities, since the economic and political situation of the country depends on their decisions. The findings emphasized that decentralization alone would not solve all existing problems unless national reform brings with it a critical mass of political leaders, especially at the regional level and local government officials, who receive sufficiently high financial rewards and are practically aware of transparent and best practices. accountable provision of state and municipal services to counter and counteract Ukrainian realities with their high levels of corruption, and their drive for elitism and get on. That is, the key factor in the fight against corruption and other problems is not decentralization, but professional officials; in particular, people with managerial backgrounds who seek transparency in the day-to-day functions of local government - starting with even small details such as the layout of office buildings where civil servants are more visible and accessible in open-plan offices rather than hiding in doors and corridors . В статті приділено увагу аналізу основних подій та процесів що відбулись протягом 2014-2019 років у царині децентралізації на Миколаївщині. Зауважено що аналіз чинного законодавства та його застосування, а також дослідження зарубіжного досвіду інших держав засвідчує що є найважливіші «виклики» що висуває влада до суспільства можуть вирішувати лише структури де немає авторитарної монополії, а де є мультицентральний поділ повноважень. Показано, що система місцевого самоврядування є одним з головних механізмів реалізації державної політики у житлово-комунальному господарстві, соціальній сфері, послугах міського транспорту, територіальному благоустрою тощо. Прийняття рішень органів місцевого самоврядування з більшості питань місцевого значення небайдуже для центральних та регіональних органів влади, оскільки економічне та політичне становище країни залежить від їх рішень. У висновках наголошено що сама децентралізація не вирішить усіх наявних проблем, якщо національна реформа не принесе з собою критичну масу політичних лідерів особливо на регіональному рівні та державних службовців на рівні місцевого самоврядування, які отримують достатньо високу матеріальну винагороду та будуть практично обізнані у найкращих практиках прозорого та підзвітного надання державних та муніципальних послуг, щоб протистояти і протидіяти українським реаліям з їх високим рівнем корумпованості, та потягом до елітарності та влади. Тобто ключовим фактором у боротьбі з корупцією та інших проблем є не децентралізація, а професійні посадові особи; зокрема, люди з управлінським досвідом, які прагнуть внести прозорість до повсякденних функцій місцевого самоврядування - починаючи навіть з дрібних деталей, таких як компонування адміністративних будівель, де державні службовці помітніші та доступніші в офісах відкритого плану, замість того, щоб ховатися у теренах дверей та коридорів.
