Professional Approach In The Research Of Professional Activities Of Civil Service Personnel

The approaches, principles and methods of research of personal professional activity of the civil service are revealed. It is proved that during the research of various categories of positions with these methods it is possible to determine the requirements for civil servants in professional and official activities. On their basis the author determines the list of professionally important and individual psychophysiological qualities necessary for its realization. According to them, psychodiagnostic methods for assessing the professional and personal qualities of civil servants are selected in order to improve the staffing technology and the content of vocational training. The emphasis is on the fact that the main methods in the profession are interviews, interviews, observations, self-observation, an experiment complemented by documentation analysis, analysis of critical situations, consideration of the results of work, etc. It is noted that in this way the use of methods for assessing the professional and personal qualities of a public servant can be significantly to increase efficiency of activity of civil service personnel. According to the results of the study, the author concluded that the study of professional activity of civil servants requires the coverage of a number of important psychological aspects that affect the quality and effectiveness of their work. This involves establishing a psychological structure of the requirements and characteristics of positions of various categories, registration of the psychological structure of the state body. Realization of these tasks is possible with the help of fundamental professional-psychological researches of professional activity of civil service personnel in various managerial situations - from typical and personnel to crisis and extreme. В статті висвітлено підходи, принципи і методи визначення стандартів професійної діяльності персоналу державної служби. Дослідження різних категорій посад за допомогою даних методів дає можливість визначити вимоги, які ставляться перед державним службовцем професійно-посадовою діяльністю. На їх основі визначається перелік професійно важливих та індивідуальних психофізіологічних якостей необхідних для її виконання. Відповідно до них підбираються психодіагностичні методи оцінки професійно важливих та особистісних якостей державних службовців для удосконалення кадрових технологій і змісту професійного навчання. За результатами дослідження автор дійшов висновку, що дослідження професійної діяльності держслужбовців потребує встановлення психологічної структури вимог й особливостей посад різних категорій, проектування психологічної структури державного органу. Реалізація цих завдань можлива при допомозі ґрунтовних професіографічних та психографічних досліджень професійної діяльності персоналу державної служби у різноманітних управлінських ситуаціях – від типових і штатних до кризових та екстремальних.
