Abstract

The conceptual case study EIN-HARZ-Initiative demonstrates that the strategic definition of regions is an approach of autonomous regional development. If regional governance is interpreted as a network and thus as a hybrid mode of coordination between markets and hierarchy, network members must have a continuous incentive to cooperate. In collaborative networks, cooperative core competencies can be developed with methods of strategic management and used to position new services of the region inor outside the region. Value chains of infrastructures in rural regions are a potential autonomous regional development that hardly has been taken into account so far.
