Abstract

The impact of the energy transition on the energy market and the municipal economy is significant. Public utility companies and consequently municipal budgets are affected by these consequences. A deterioration of the financial situation of the municipality as well as an increasing load on the municipal cross-financing system could result. On the basis of a literature analysis and a case study of 24 municipalities with more than 20.000 residents the impact of the current implementation of the energy transition on public utility companies, the municipal cross-financing system and municipal budgets is elaborated in this article. In the case study the municipalities have been analyzed with regard to the indebtedness and medium-term revenue plan, the fiscal effects of the energy transition on the municipal cross-financing system as well as the profit transfers between public utility companies and municipalities. The results of the literature analysis and the case study as well as corresponding conclusions for dealing with the energy transition at the municipal level will be discussed in the article.
