Ein finanzpolitisches Notfallprogramm zur Rettung des sozialen Europas

Abstract

The dominating macroeconomic paradigm in Europe is detrimental to growth and employment and hostile to the welfare state. A sustainable solution for the growth and employment crisis in the EU can therefore only be achieved by overcoming this paradigm by a revival of Keynesianism and by a reform of the European institutional framework towards a social Europe. The way towards such a reform can be started by using the existing fiscal leeway within the current framework. The European Commission has recently taken important steps towards the necessary revitalisation of fiscal policy as a macroeconomic tool with its proposals for the “Juncker-Plan” and the re-interpretation of the fiscal framework. A more consistent and far-reaching re-interpretation could make possible a real positive fiscal stimulus which could lead the euro area to a self-sustaining recovery after seven years of crisis.
