(Keine) Reha vor Rente: Analyse der Zugänge zur Erwerbsminderungsrente 2005-2009

Abstract

In Germany, more than 20 percent of all retirement pensions are due to disability benefit. A basic principle of social legislation is that rehabilitation treatment should precede disability benefits. This study addresses the question of whether this policy is actually put into practice. The analysis is based on Scientific Use Files (SUFs) of the German Statutory Pension Insurance including 20 percent random samples of disability benefit inflow for the years 2005 to 2009. Results show that more than 40 percent of all persons receiving a disability benefit did not receive any rehabilitation treatment during the preceding five years. This particularly applies to men, insurants with low educational background, and people living in eastern Germany. In addition, higher age and short contribution periods increase the probability of benefits being received without previous rehabilitation treatment.
