Abstract

This paper examines the role of vocational training and occupational labour markets in the management of internal and external structural change. Contrary to claims that the notion of occupation is being eroded, German firms have, since 1990, successfully put their faith in the highly developed skills of their specialised personnel. The precondition for this was that occupational profiles should be modernised. The combination of well-educated graduates, a middle tier of managers trained in the dual system and skilled workers with vocational qualifications enjoying a high level of autonomy is the secret of German competitiveness. What by international standards is a low share of graduates is not associated with a loss of skills. The expansion of university education in most OECD countries has been driven not by the evolution of the employment structure but by parents’ desire to give their offspring a head start in the competition for good jobs. An occupation-based vocational training system offers the best foundation for achieving the EU’s objective of increasing employability and flexicurity in the labour market.
