Tarifpolitische Initiativen zum Ausbildungseinstieg und zur Übernahme von Ausgebildeten

Abstract

Der demografische Wandel ist keine Zukunftsspekulation mehr, er ist bereits Fakt. Die entscheidende Frage lautet nicht, ob und in welcher Geschwindigkeit die Gesellschaft womöglich altert, sondern: Wie ist dieser Prozess, der tief greifende Folgen hat, zu gestalten? Auch Betriebe müssen hierauf eine Antwort finden, weil der demografische Wandel sie vor Nachwuchsprobleme stellt, Fachkräftemangel droht. Einen Beitrag zur Lösung dieses Problems haben die Tarifvertragsparteien der Metall- und Elektroindustrie in Nordrhein-Westfalen schon 2008 geliefert: den Tarifvertrag zur Förderung von Ausbildungsfähigkeit (TV FAF). Er wird – nach anfänglichen Schwierigkeiten – zum wahrscheinlich erfolgreichsten berufsvorbereitenden Programm in NRW entwickelt. Der TV FAF erleichtert den Übergang von der Schule in die Ausbildung. Mit anderen Tarifverträgen, erst in der Stahl-, dann in der Metall- und Elektroindustrie, wird der Übergang von der Ausbildung in den Beruf erleichtert. Der Beitrag stellt diese beiden tarifpolitischen Initiativen, ihr Ansätze und Erfolge vor.
