Tarifliche Qualifizierungsregelungen im öffentlichen Dienst: betriebliche Umsetzung und Effekte

Abstract

Weiterbildung gilt als zunehmend wichtiges, bisher jedoch wenig erschlossenes Feld der Tarifpolitik. Seit der Jahrtausendwende wurden in verschiedenen Branchen erstmals tarifvertragliche Regelungen zur Weiterbildung abgeschlossen. Als Türöffner fungierten dabei Vereinbarungen, in denen ein Anspruch der Beschäftigten auf ein jährliches Qualifizierungsgespräch festgeschrieben wird. Im Rahmen dieses Gespräches soll geklärt werden, ob und welcher Qualifizierungsbedarf besteht. Im öffentlichen Dienst wurden in den Jahren 2005 (TVöD) und 2006 (TV-L) entsprechende Regelungen getroffen. Der Beitrag informiert auf Basis einer repräsentativen Befragung von Personalräten und Personalmanagern über deren Umgang mit den Qualifizierungsbestimmungen des TVöD und die Wirkungen der Tarifregelung; er ventiliert mögliche Gründe für die sehr schwachen Effekte und diskutiert, welche Schlussfolgerungen aus den bisherigen Erfahrungen gezogen werden können.
