Herausforderungen für eine zukunftsfähige Strukturpolitik aus gewerkschaftlicher Sicht

Abstract

Für den Deutschen Gewerkschaftsbund (DGB) und seine Mitgliedsgewerkschaften ist die Strukturpolitik ein wichtiges Handlungsfeld der Industriepolitik sowie der Arbeitsmarkt- und Beschäftigungspolitik. Die Mitteilung der EU-Kommission zur Zukunft der Kohäsionspolitik beschäftigt sich mit einem der wichtigsten Vorhaben der nächsten Jahre in Europa. Die Kommission fordert eine strategische Ausrichtung der Strukturfonds auf die EU-2020-Strategie. Die Kohäsionspolitik soll eine entscheidende Rolle bei der Verwirklichung eines intelligenten, nachhaltigen und integrativen Wachstums spielen. In diesem Beitrag wird aus gewerkschaftlicher Perspektive analysiert, warum die strategische Ausrichtung der Kohäsionspolitik auf die EU-2020-Strategie Gefahren mit sich bringt. Darüber hinaus wird dargelegt, wie eine verbindliche Beteiligung der Wirtschafts- und Sozialpartner aussehen müsste, um die Kompetenz der Akteure vor Ort für eine nachhaltige Strukturpolitik zu nutzen.
