Abstract

Ab Mai 2011 gilt für die acht, im Jahr 2004 beigetreten MOE-Staaten die völlige Dienstleistungsfreiheit und Arbeitnehmerfreizügigkeit. Dies schürt die Befürchtung, dass die Tarife in der Leiharbeit abermals unter Druck kommen, da ohne eine weitergehende gesetzliche Regelung in den MOE-Staaten ansässige Verleiher zu den jeweils nationalen Arbeits- und Einkommensbedingungen ihre Mitarbeiter an Unternehmen in Deutschland verleihen könnten. Der Beitrag diskutiert, welche Wanderungsbewegungen und Verdrängungswettbewerbe auf dem und durch den Leiharbeitsmarkt zu erwarten sind, er plädiert nachdrücklich für eine Eindämmung der Leiharbeit und zeigt einzelne Handlungsoptionen dafür auf.
