Wir brauchen die 'Bedingungslose Grundzeit'

Abstract

Der Stabilisierungserfolg von Beschäftigung in der Krise durch Arbeitszeitverkürzung beflügelt die Hoffnungen, mit der wieder entdeckten Arbeitszeitpolitik auch Arbeit und Gesellschaft insgesamt zu gestalten. Der Artikel sieht gute Chancen dafür, wenn insbesondere die bewährte kollektive Kurzarbeit, die heute nur der Arbeitgeber beantragen kann, auch auf individuelle Rechte der Beschäftigten zur Weniger-Arbeit übertragen wird, verbunden mit einem Teilausgleich von Lohn- und Sicherungsausfällen. Diese Optionsrechte zugunsten von mehr Zeit für Kinder oder Pflege etc. lassen sich einbetten in ein Konzept der "Bedingungslosen Grundzeit", das die Bedeutung der Lebenszeit vor der Arbeitszeit betont.
