Unterschiedliche Pfade – gleiche Herausforderungen: Deutsche und dänische Wohlfahrtskapitalismen im Wandel

Abstract

Die Probleme, (Voll-)Beschäftigung und ein ausgeglichenes Staatsbudget zu erzielen, hatten sich in vielen europäischen Ländern seit den 1980er Jahren verschärft und zur Umsteuerung in der sozialstaatlichen Politik geführt. Die Analyse dieser jüngeren Reformen europäischer Wohlfahrtsstaaten war lange Zeit geprägt von der Frage, ob die Reformen zu einer Annäherung der Länder an einen gemeinsamen Pfad führen würden. Dabei wird jedoch häufig das Zusammenspiel unterschiedlicher Institutionen negiert. Denn fraglich ist, ob der Wandel einzelner Institutionen die Kohärenz der gesamten Wirtschafts- und Sozialordnung untergräbt, da Institutionenwandel in einem bestimmten Bereich von Sozialstaatlichkeit notwendigerweise auch Effekte in anderen Bereichen produzieren wird. Anhand der Entwicklung von Indikatoren zur wirtschaftlichen Leistung sowie ausgewählter Merkmale von Sozialstaatlichkeit in Dänemark und Deutschland analysiert der Beitrag die Entwicklung in beiden Ländern seit 2000 und im EU-15-Vergleich. Während Dänemark in der vergangenen Dekade seine Spitzenposition bei den sozioökonomischen Indikatoren im europäischen Vergleich bewahren konnte, weist Deutschland ein heterogeneres Bild auf. Hier wurde die wirtschaftliche Leistung zulasten der sozialen Kohäsion gesteigert.
