Abstract

Sozialpolitik macht sich heute explizit das Fördern und Fordern zum Motto. Das Anliegen dieses Beitrags ist es, den besonderen Charakter solcher Anreiz-Elemente in der Sozialpolitik theoretisch zu reflektieren. In einer Gegenüberstellung der heutigen, auf Nachhaltigkeit bedachten Sozialpolitik mit der expandierenden Nachkriegs-Sozialpolitik wird gezeigt, dass sich nicht das Ausmaß staatlicher Intervention in die Verhaltensweisen und Lebensentwürfen der Bürger über die Zeit verändert hat, sondern dass lediglich die unterlegten Ziele und Erscheinungsformen der sozialpolitischen Anreize andere sind. Der Beitrag macht einige Vorschläge, wie man sich produktiv mit dem sozialpolitischen Fordern theoretisch auseinandersetzen kann, und er zeigt auf, welches die Implikationen dieser alternativen Sichtweise für die Erklärung sozialpolitischen Wandels sind.in: WSI-Mitteilungen 1/2011, Seiten 3-10
