Zwischen Sicherung und Gestaltung - Varianten mitbestimmter Innovation in der Industrie

Abstract

In den wissenschaftlichen und politischen Debatten wird das Spannungsverhältnis von Innovation und Mitbestimmung kontrovers diskutiert. Der Beitrag zeigt auf der Basis von empirischen Befunden eines explorativ-qualitativen Forschungsprojektes, dass und wie Mitbestimmung durch Absicherung von Innovationsressourcen auf dem Wege informeller Vereinbarungen und ausgehandelter Regelungen zur Sicherung und Gestaltung von Produktinnovationen beitragen kann. Dargestellt werden anhand von vier Fallstudien aus der Chemie- und Pharmaindustrie und des Maschinen- und Anlagenbaus unterschiedliche Konstellationen und Politikstile und daraus resultierende Varianten "mitbestimmter Innovation" zwischen Sicherung und Gestaltung. Unterschieden wird zwischen einem begleitend absichernden Politiktypus von Mitbestimmung und einem proaktiven gestaltenden Politiktypus, der Regelungen zur Innovation in Aushandlungsprozessen mit dem Management erzielen kann. Damit arbeitet der Beitrag arbeitet letztlich Bedingungen und Grenzen von mitbestimmten Innovationsspielregeln heraus.
