Das deutsche Modell auf dem Prüfstand - Innovationen in der Krise

Abstract

Der Beitrag fragt nach der Zukunftsfähigkeit des deutschen Innovationsmodells. Die Bilanz ist gemischt. Die Bundesrepublik hat im internationalen Vergleich einerseits ihre Stärken bei den hochwertigen Technologien; andererseits ist sie bei den Spitzentechnologien schwächer vertreten. Keineswegs kann generell das deutsche Innovationssystem als Hemmschuh für radikale Innovationen bezeichnet werden. Ob die Mitbestimmung einen Beitrag zur Stärkung der Innovationsfähigkeit leisten kann, wird in den herangezogenen empirischen Untersuchungen unterschiedlich beantwortet. Die Chancen für eine Ausschöpfung interner Ressourcen und Kompetenzen der Beschäftigten verbessert sie jedoch. Zugleich kann sie einen Beitrag für die Umsetzung eines systemischen Innovationsverständnisses leisten. Eine Öffnung des Innovationsprozesses nach innen durch mehr Beteiligung würde den deutschen Entwicklungspfad wettbewerbsfähiger machen. Damit erhöht sich die Wahrscheinlichkeit, dass Deutschland aus der aktuellen dramatischen Krise gestärkt hervorgeht.
