Neue Steuerung von Hochschulen: Auswirkungen auf Mitbestimmungs- und Partizipationsmöglichkeiten

Abstract

Mit der Einführung des Neuen Steuerungsmodells im Hochschulbereich verändert sich nicht nur die Hochschulorganisation, sondern auch die Ausgestaltung der Mitbestimmungs- und Partizipationskultur an den Hochschulen. Der vorliegende Artikel thematisiert zum einen die sich verändernden Mitwirkungsmöglichkeiten, die die Hochschulangehörigen durch ihre gewählten Interessenvertreter wahrnehmen. Dazu erfolgt eine aktuelle Bestandsaufnahme der Kompetenzen von akademischem Senat, Hochschul- und Personalrat in den einzelnen Bundesländern. Dies verdeutlicht, dass derzeit bundesweit die Tendenz besteht, die institutionalisierten Beteiligungsrechte von Senaten und Personalvertretungen zu schwächen und dementsprechend die der Hochschulleitungen und der Hochschulräte auszubauen. Zum anderen zeigt der Artikel mögliche Partizipationschancen auf, die sich durch die am Neuen Steuerungsmodell orientierten Reformen eröffnet haben. Insgesamt bedarf es einer Verzahnung von institutionalisierter Mitbestimmung und direkter Beschäftigtenpartizipation.
