Neue Leistungspolitik bei Angestellten - Impulse durch ERA?

Abstract

Anhand der Befunde einer qualitativen empirischen Untersuchung in neun Betrieben analysiert der Beitrag die Prinzipien und Wesenszüge der neuen Leistungssteuerung bei Angestellten und diskutiert die Frage, inwieweit vor diesem Hintergrund die ERA-Tarifverträge Impulse für eine neue Leistungspolitik geben können. Zentrales Ergebnis der Analyse ist, dass ertragsorientierte Steuerungsformen bei Angestellten zu einer "Steuerungslücke" führen. Die abstrakten Vorgaben können sich auf die konkrete Leistungsverausgabung kaum direkt auswirken. Steuerung findet im Wesentlichen indirekt statt, über Rahmenbedingungen und Vertrauen auf die Eigenmotivation. Die den Beschäftigten abverlangte Leistung der Selbststeuerung drückt sich jedoch nicht unbedingt in konkreten Arbeitsergebnissen aus und bleibt daher vielfach unsichtbar. Es ergibt sich ein Anerkennungsproblem. Damit rücken die Themen Leistung und Leistungsentgelt auf die Tagesordnung. Wird dieser Zusammenhang beachtet, kann ERA durchaus eine Chance sein, die Auseinandersetzung um eine neue Leistungspolitik bei Angestellten voranzutreiben.
