Mindestsicherungselemente in der gesetzlichen Rentenversicherung?

Abstract

Im Mittelpunkt des Beitrags steht die Frage, ob durch die Integration bzw. den Ausbau von Mindestsicherungselementen innerhalb der gesetzlichen Rentenversicherung ein befürchteter Anstieg der Altersarmut in der Zukunft wirksam vermieden werden kann. Auf der Basis der derzeit diskutierten Ansätze ist dies nach Ansicht des Autors nicht der Fall. Er plädiert deshalb dafür, eine "ursachenadäquate Strategie zur Vermeidung von Altersarmut" zu konzipieren und umzusetzen. Wichtige Elemente einer solchen Strategie sind Einbeziehung aller bislang nicht obligatorisch gesicherten Selbstständigen in die gesetzliche Rentenversicherung und die bessere rentenrechtliche Bewertung von Zeiten einer längeren Arbeitslosigkeit. Sofern auch nach Umsetzung dieser Maßnahmen noch in erheblichem Umfang ein Armutsrisiko im Alter besteht, sollte dann in einem zweiten Schritt über zusätzliche Mindestsicherungselemente innerhalb oder außerhalb der gesetzlichen Rentenversicherung nachgedacht werden.
