Ökonomisches Nirwana - Die Schuldenbremse führt zu weiterer gesellschaftlicher Spaltung

Abstract

Die Bundesregierung plant als Ergebnis der Föderalismuskommission II ab 2020 eine sog. "Schuldenbremse". Demnach sollen sich die öffentlichen Haushalte so gut wie nicht mehr verschulden dürfen. Lediglich der Bund kann noch jährlich bezogen auf das Bruttoinlandsprodukt bis zu 0,35 % Kredite aufnehmen. Dies sind nach heutigem Stand etwa rund 8,5 Mrd. €, was deutlich unterhalb der im "Europäischen Stabilitäts- und Wachstumspakt" vereinbarten Verschuldungsgrenze von 3 % liegt. Eine derartig enge Verschuldungsgrenze erlaubt keine durchgreifende antizyklische Fiskalpolitik. Selbst die automatischen Konjunkturstabilisatoren können nicht mehr voll zur Wirkung kommen. Der Beitrag argumentiert, dass auf dem von der Bundesregierung vorgeschlagenen Weg eine seriöse Wirtschaftspolitik nicht möglich sei.
