Strukturpolitik in der Krise - Mehr als Standortwettbewerb und Innovationsförderung

Abstract

Mittels der Strukturpolitik und -förderung greift der deutsche Staat Unternehmen in ganz unterschiedlichen Lagen finanziell unter die Arme, wobei das Arbeitsplatzziel in der Strukturförderung groß geschrieben wird. Lange Zeit ging es der Strukturpolitik auch um die Angleichung der Lebensbedingungen in den Regionen und die Verminderung der ökonomischen und sozialen Spaltung in unserer Gesellschaft. Jedoch hat sich seit einigen Jahren die Stoßrichtung der Strukturförderung verändert. Sie bewegt sich heute zwischen Standortwettbewerb und Innovationsförderung - beschäftigungspolitische Aspekte spielen eher am Rande eine Rolle. Am Beispiel der betrieblichen Förderpolitik und der Neuausrichtung des strukturpolitischen Konzeptes wird die untergeordnete Bedeutung des Themas Beschäftigung thematisiert. Angesichts der beschäftigungspolitisch schwierigen Zeiten, die vor uns liegen, kann sich diese Entwicklung in den kommenden Monaten als Bumerang erweisen. Der Beitrag setzt sich dafür ein, die Förderung nach den Kriterien "Guter Arbeit" auszurichten.
