Investitionsstau und Investitionsbedarf bei den Kommunen

Abstract

Eine funktionierende kommunale Infrastruktur ist für Bürger und Wirtschaft unerlässlich. Gleichwohl weisen die Statistiken einen absoluten und relativen Rückgang der kommunalen Investitionsausgaben in den letzten Jahren auf. Hinzu kommen die kommunalen Unternehmen, die das gleiche Investitionsvolumen erbringen. Vernachlässigte Infrastruktur kann eine Reihe von schwerwiegenden Problemen zur Folge haben, die kurz beschrieben werden. Aus einer Schätzung des Deutschen Instituts für Urbanistik (Difu), die einen Investitionsbedarf von 704 Mrd. Euro für den Zeitraum 2006 bis 2020 erbrachte, lässt sich der Investitionsstau, der möglichst schnell abgebaut werden sollte, im Jahre 2006 mit über 70 Mrd. Euro quantifizieren. Der Abbau dieses Investitionsstaus ist durch eine Reihe von Maßnahmen möglich, was in einem Szenario beschrieben wird. Das neue Konjunkturprogramm II, das den Kommunen über 9 Mrd. Euro an Fördermitteln für Investitionen bringen wird, könnte den Abbau des Investitionsstaus beschleunigen, es ist aber weniger nach seinem Volumen als nach der Art seiner Umsetzung durchaus kritisch zu sehen.
