Formen der Dezentralisierung: Auswirkungen tarifpolitischer Entwicklungen auf die Effektivität der Betriebsratsarbeit

Abstract

Der Beitrag befasst sich mit den Auswirkungen der Dezentralisierung von Tarifpolitik auf die Arbeit von Betriebsräten. Mit Rückgriff auf die Daten der WSI-Befragung von Betriebsräten (2004/05) wird der Frage nachgegangen, welche Folgen Tarifdezentralisierung für die Einschätzung des Erfolgs von Betriebsratshandeln hat. In einer Reihe unterschiedlicher Themenfelder wird dabei jeweils untersucht, welche Auswirkungen "wilder" Dezentralisierung - verstanden als Abweichung vom Tarifvertrag nach unten - sowie "kontrollierter" Dezentralisierung durch Anwendung tariflicher Öffnungsklauseln zugeschrieben werden können. Während "wilde" Dezentralisierung deutlich mit einer negativen Einschätzung des Betriebsratserfolgs in Verbindung gebracht wird, lassen sich für den Bereich der koordinierten Dezentralisierung keine ebenso eindeutigen Effekte finden. Demnach führt die Anwendung von Öffnungsklauseln bislang (noch) nicht zur offenkundigen Destabilisierung der Betriebsratsarbeit.
