'Weniger - älter - bunter'? Der sozio-demografische Wandel als Herausforderung für Kommunalpolitik und Kommunalverwaltung

Abstract

Der sozio-demografische Wandel verändert die Stadtgesellschaften und stellt neue Anforderungen an Kommunalpolitik und -verwaltung. Welche demografiepolitischen Gestaltungsaufgaben hieraus erwachsen und wie diese zu bewältigen sind, ist Thema des Beitrages. Die Suche nach Antworten lenkt den Blick auf die sozialstrukturellen Grundlagen des demografischen Wandels und notwendige Strategien einer integrierten Stadtpolitik. Diese greifen jedoch zu kurz, wenn sie die Interessen und Arbeitsbedingungen einer alternden Belegschaft in den Verwaltungen außer Acht lassen. Personalführung und -vertretung stehen vor den Herausforderungen, das Altern in den Verwaltungsorganisationen zu managen. Angemessene demografiepolitische Gestaltungsstrategien erfordern neue Formen der Kooperation zwischen Verwaltungseinrichtungen und stadtgesellschaftlichen Akteuren. Soweit diese gelingt, birgt der demografische Wandel Chancen für die kommunale Demokratie.
