Liberalisierung in der Elektrizitätswirtschaft: Zuspitzung der Verteilungskonflikte

Abstract

Der Artikel stellt dar, wie die Elektrizitätsunternehmen hierzulande im Innenverhältnis auf die Liberalisierung der Märkte reagierten. Neben einem massiven Arbeitsplatzabbau kam es zu erheblichen Umverteilungen zugunsten der Gewinneinkommen sowie der Miet- und Pachteinnahmen. Die Entwicklung der Arbeitseinkommen blieb indessen deutlich hinter der Arbeitsproduktivität zurück. Auch die Stromkunden konnten - hauptsächlich aufgrund der zwischenzeitlichen Machtkonzentration in der Branche - allenfalls vorübergehend von der Liberalisierung profitieren. Mittels gezielter politischer Eingriffe soll sich dies ändern. Die Netz-Anreizregulierung sowie die jüngste Novelle des Kartellrechts sollen den Wettbewerb wirksam verschärfen. Dadurch wird der unternehmensinterne Verteilungskonflikt eine neue Dimension erhalten. Vieles spricht dafür, dass die Lasten auch zukünftig vorrangig auf die Beschäftigten abgewälzt werden.
