Kinderarmut - Eine komplexe Herausforderung für staatliches Handeln

Abstract

Schon in den 1990er Jahren warnten Wissenschaftlicher vor einer "Infantilisierung der Armut". Heute ist Kinderarmut ein verfestigtes gesellschaftliches Phänomen. Aufbauend auf dem theoretischen Ansatz der kindbezogenen Armutsforschung werden in dem Beitrag die aktuelle Situation, d.h. Umfang, Ursachen und Risiken, sowie die komplexen Wirkungen und die Langzeitfolgen von Armut bei Kindern skizziert. Da (Kinder-)Armut ein strukturelles Problem mit weitreichenden individuellen Folgen ist, ist eine soziale Gegensteuerung durch Staat und Gesellschaft erforderlich und möglich. Entscheidend dabei ist es, der mehrdimensionalen Problemlage mit ihren komplexen Wirkungszusammenhängen über ein stimmiges, mehrdimensionales und vernetztes Präventionskonzept zu begegnen. Dieses basiert auf dem abgestimmten Zusammenwirken der verschiedenen Staatsebenen unter dem gemeinsamen gesellschaftlichen Ziel, "Aufwachsen im Wohlergehen für alle Kinder" zu sichern. Darüber hinaus bedarf es einer Weiterentwicklung der sozialen Sicherungs-, Bildungs- und Betreuungskonzepte mit Blick auf die Bedarfe von armen Kindern und deren Familien. Dazu werden mögliche Handlungsansätze exemplarisch aufgezeigt.
