Tarifpolitischer Jahresbericht 2007: Gespaltene Tarifentwicklung und verschärfte Gewerkschaftskonkurrenz

Abstract

Die Tarifpolitik des vergangenen Jahres wurde geprägt von dem Konflikt bei der Deutschen Bahn, wo es der Gewerkschaft Deutscher Lokführer nach hartem Arbeitskampf gelang, einen eigenständigen Tarifvertrag durchzusetzen. Auch in anderen Sektoren (Bauhauptgewerbe, Einzelhandel, Druck, Deutsche Telekom) bestimmten Konflikte das Tarifgeschehen. Die allgemeine Tarifentwicklung in Deutschland verlief weiterhin gespalten. Während die exportorientierten Branchen im vergangenen Jahr erneut Tarifsteigerungen oberhalb der Preissteigerungsrate zu verzeichnen hatten, blieben die Tarifzuwächse in den binnenmarktabhängigen Bereichen zum Teil weit darunter. Die DGB-Gewerkschaften schlossen 2007 in ganz Deutschland Lohn- und Gehaltstarifverträge für 9,1 Mio. Beschäftigte ab. Die jahresbezogene Steigerung der Tarifverdienste insgesamt betrug für das Jahr 2007 gegenüber 2006 2,2 %. Damit haben die Tarifabkommen lediglich den Anstieg der Lebenshaltungskosten ausgeglichen.
