Krise der Privatisierung - Rückkehr des Öffentlichen

Abstract

Die neoliberale Privatisierung steckt offenbar gleich mehrfach in Krisen: Ihre Legitimation erodiert, ihre Effizienz bezogen auf Preise, Qualität und Zugang wird zunehmend fragwürdig und ihre Profitablität bleibt unklar. Aber diese Krisen führen nicht notwendigerweise zu einem Ende der Privatisierungen. Politik und Investoren suchen nach anderen Investitionsmöglichkeiten, sie suchen nach neuen Wegen und Strategien der Privatisierung führen, die effizienter wirken und mit größerer öffentlicher Zustimmung rechnen können. Gleichwohl kann man Wandlungen im sozialen Klima beobachten, die zu bemerkenswerten Erfolgen in Kampagnen gegen Privatisierungen geführt haben, Rekommunalisierungen befördert und eine neue Debatte über das Öffentliche in Gang gesetzt haben. Die Praxis der Rekommunalisierung zeigt allerdings, dass die Kritik und die Entwicklung von Alternativen einen Zielbegriff des Öffentlichen benötigen, der über betriebswirtschaftliche und marktorientierte Logiken hinausweist. Ohne ihn bleiben Kriterien der Zugänglichkeit, der Gleichheit, der Nutzung und der Teilhabe bei der Erbringung öffentlicher Dienstleistungen unterbelichtet.
