Abstract

This article aims to raise awareness among stakeholders from politics, (public) business and academia of the opportunities (and challenges) of start-up promotion by public enterprises. In addition, the paper provides guidance for the successful introduction or expansion. First, it takes a look at modern services of general interest. What role do the SDGs play in this? This is followed the status quo of entrepreneurship in Germany. The subsequent look at the stakeholders involved in the promotion of start-ups examines the role of public institutions. This is followed by an evaluation of the opportunities and challenges of start-up promotion by public enterprises. Based on this, recommendations for action are presented. The article ends with a conclusion and an outlook.
