Tendencias de financiamiento universitario: su implicancia sobre las relaciones entre la universidad y el Estado

Abstract

El objetivo de este trabajo es abordar el cambio que se produce en las relaciones entre el gobierno, la sociedad y el sistema de educación superior a través de la implementación de modelos formales de asignación de recursos. Se intenta explicar la experiencia de nuestras universidades y la necesidad de superar el sistema incrementalista de financiamiento universitario. Los modelos formales buscan una asignación más eficiente de los recursos, así como también dar mayor transparencia y claridad a los fondos que reciben las instituciones universitarias. Pero, quizás, su mayor trascendencia reside en que su aplicación conlleva una redefinición del funcionamiento universitario, una nueva interpretación de la autonomía y un reconocimiento de la necesidad de aceptar la evaluación, todo ello ligado a una mayor accountability de los gestores universitarios. Durante el desarrollo se comenta el funcionamiento del contrato-programa en la Universidad Politécnica de Cataluña.
