La reforma de la administración pública municipal

Abstract

El presente ensayo pretende sentar las bases para la organización de la administración pública municipal dentro del proceso de reforma del Estado y en consonancia con la democratización del mismo, que siendo su objetivo central alcanzar un Municipio abierto y participativo, satisfaga en tiempo y forma las necesidades de la sociedad. Puede considerarse como un aporte para ayudar a visualizar cuales son los principales "cuellos de botella" que atraviesan los Municipios, ofreciendo como instrumento para hacer eficiente el gasto público la descentralización, la participación y el enfoque sistémico de la administración financiera. Algunas de las hipótesis, afirmaciones y conclusiones que contiene forman parte de la Tesis Doctoral en Ciencias Económicas del autor "Descentralización y Participación en la Administración Pública Municipal" presentada en la Universidad del Centro de la Provincia de Buenos Aires Facultad de Ciencias Económicas; y de la ponencia presentada por el mismo en la "2da. Conferencia Internacional del Institut Internacional des Sciences Administratives" realizado en México en julio 1993.
