Políticas públicas y espacios urbanos en ciudades turísticas. La peatonalización de la calle San Martín, Mar del Plata (Argentina), 1978-1980

Abstract

El trabajo tiene como objetivo analizar la actuación del Estado municipal frente a las demandas de la comunidad local y los conflictos originados durante el proceso de transformación de la calle San Martín en peatonal, entre 1978 y 1980. Para ello, se recurre a una mirada metodológica cualitativa que implique revalorizar la importancia de la acción del Estado y las relaciones con los actores sociales desde la perspectiva de la historia social de la política. En este proceso de peatonalización, el Estado municipal habría adoptado distintas funciones para resolver la cuestión social. Por un lado, habría asumido la función de estímulo de la actividad turística y comercial y, por el otro, la de garantía.
