Transport ferroviaire régional en Allemagne. L’exemple de la région de Leipzig

Abstract

Le transport ferroviaire régional de voyageurs (SPNV) en Allemagne est animé, dix-huit années après la réforme ferroviaire de 1993, d’un réel dynamisme. Sur les quinze dernières années, les voyageurs ont augmenté de 43 % et les trains.km de 28 %. On dénombre plus de 30 opérateurs ferroviaires. La concurrence pour les appels d’offres est devenue le moteur de ce dynamisme et la part de marché des nouveaux entrants se rapproche de 25 % en 2011 (en train.km). La région de Leipzig, qui a vu naître le transport ferroviaire longue distance en Allemagne avec la grande ligne Leipzig-Dresde pensée par F. List (1834), participe aussi à ce renouveau : depuis 2010, deux opérateurs, DB Regio et Veolia, se partagent les services ferroviaires régionaux.
