Les organisations européennes et la promotion des droits des minorités nationales dans les pays baltes Le cas de la Lituanie

Abstract

La protection des minorités en Estonie et Lettonie attira l’attention des organisations internationales pendant le processus d’adhésion à l’UE. À l’inverse, la situation favorable des minorités nationales en Lituanie suscita peu de commentaires. Les pressions des organisations européennes sur le gouvernement lituanien furent faibles, en raison du respect initial des critères européens. À partir de 2002, commença une érosion des droits des minorités, que l’adhésion à l’UE n’empêcha pas. La protection des minorités reste une question paradoxale en Lituanie : le choix en faveur d’une démocratie multiculturelle, la volonté de respecter les normes internationales sont encore en opposition avec la nécessité ressentie de protéger l’identité lituanienne.
