Abstract

Cet article analyse l’efficacité de l’instrument d’aide de pré-adhésion (IAP) proposé par l’UE aux Balkans de l’Ouest. L’analyse se concentre sur les faiblesses de l’IAP. Partant de l’approche théorique développée par G. Myrdal sur l’aide et sur les programmes antérieurs d’aide aux pays en transition, cette étude se propose d’esquisser les contours de ce que pourrait être un Instrument d’aide à l’intégration (IAI).
