L’ancienne RDA : un laboratoire pour la réforme de l’action publique locale ?

Abstract

l’unification allemande a coïncidé avec l’émergence de projets réformateurs dans le domaine de l’action publique locale. Les communes de l’ancienne RDA ont alors fait figure de laboratoires pour l’expérimentation de ces projets qui empruntent tant aux doctrines néomanagériales issues de l’entreprise qu’aux formes de la démocratie participative. L’analyse met toutefois en lumière que ces aspirations modernisatrices n’ont pas rencontré le succès escompté par leurs promoteurs. Différents héritages politiques et administratifs se conjuguent en effet pour limiter l’application des réformes sur le terrain est-allemand.
