The Conflict around the Lyon-Turin basis tunnel project in Val di Susa. Towards a reconsideration of the lower alpine valleys

Abstract

Le conflit à l’œuvre dans le Val de Suse autour du projet du Lyon-Turin n’est pas un simple mouvement NIMBY. Il s’ancre dans un malaise qui grandit depuis 40 ans. Le projet de tunnel de base, avec les maladresses de son invention dans le territoire, a cristallisé et fédéré une somme de mal-êtres autour d’un collectif qui a su offrir une médiation institutionnelle à cette somme de ressentis individuels. Seulement, si une territorialité de crise s’est affirmée, il ne semble pas qu’elle puisse servir de base à l’invention de la basse vallée en territoire de projet. D’autres conflits se sont développés par exemple autour du Brenner. Un traitement de la contestation a été mis en place, fondé sur un recours aux formes de médiation institutionnelle, spatiale et sociale. Le besoin de médiation constitue la base d’une reconsidération de l’objet « basse vallée » qui s’affranchit de sa valeur d’entre-deux.
